From your picture, she looks like a blond flathead china doll. Her high heel boots are later than the earlier flat shoes. Perhaps she dates from the late 1800's to early 1900's.

The 9 is most likely the mold #. She has pale blue eyes, high color cheeks. Dress appears to be silk.
