Offering is a rare vintage PAN figurine. Stamped'Germany' on the bottom along with incisive of number of the lower back.
He has goat legs but no horns. He is riding on a roaring sea lion. Hand painted w/ nice details and all bisque. His legs are painted in rich rust color to show them off.
There's one hole on his back, below his neck. He could be a fish tank ornament & the hole is where the bubbles come out.
